The most powerful people of the World meet regularly once a year to decide what actions need be taken in the World. No one knows what is ever discussed during those meetings.

How about the Council of Foreign Relations? This one also is secret. However members of this group are known and often interviewed. And I would say, they are very bold.

Yes our government has spent, we don't know how much of our money to literally build underground bases and cities. Not for us. But for the Elite.
