Weather War, Weather modification

If any one still doubts governments cannot manipulate weather, then keep sleeping. However, the simple fact that international laws were enacted to prevent Weather Warfare, shows some Military organizations were capable of such 40 years ago. Imagine the progress they have made since.
Weather warfare is the use of weather modification techniques such as cloud seeding for military purposes.

The Environmental Modification Convention (ENMOD), formally the Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques is an international treaty prohibiting the military or other hostile use of environmental modification techniques having widespread, long-lasting or severe effects. It opened for signature on 18 May 1977 in Geneva and entered into force on 5 October 1978.
Hurricane Irma was moving pretty much due West. The weather observation maps, in regards to pressure, winds, and temperatures confirmed it.

Once it reached the coast of Cuba, on top of Havana, it made, what I would call a sudden right turn to the North.  There was no indication at that time that it should do so. That is according to the weather observation at hand, at the time.

At the time, there was all indications that this storm was to head towards the Gulf of Mexico.

To it's North, a High pressure of 1016 mb, and reinforced by a 1024 mb above.

The ares of low pressure were found in the Gulf of Mexico, Cancun.

Yet, it made a right turn, towards the High pressures to the North?
Now granted, all the TV talking Heads, with their models, did indicate a land fall in Miami, and then later South West Florida. It did not go as planned, it did not hit Miami, it did however, ride along the West coast of Florida.

Here comes Jose, following hard on it's trail. Now a Category 4 Hurricane could very well make landfall on the East coast of Florida. Everything shows it will (at this time).

How many days until? 2-3 days?

Jose has it's path predetermined, and there will be no need to redirect it.

Irma, should now gently swing to the West.

Going West maybe bad news for Alabama, Louisiana, and possibly, again, Texas.

Florida, however should now brace for Jose, as it will, without any interference head for the East Floridian coast.

Prior to the Geneva Convention, the United States used weather warfare in the Vietnam War. Under the auspices of the Air Weather Service, the United States' Operation Popeye used cloud seeding over the Ho Chi Minh trail, increasing rainfall by an estimated thirty percent during 1967 and 1968. It was hoped that the increased rainfall would reduce the rate of infiltration down the trail.
